Monitoring the implementation of Final Order of CWDT

In pursuance to the Hon’ble Supreme Court’s direction dated 10th May, 2013, MoWR (now MoWR, RD & GR) notified the constitution of Supervisory Committee under the Chairmanship of Secretary, Ministry of Water Resources in the Gazette of India dated 22nd May, 2013 with Chief Secretaries of State Governments of Karnataka, Tamil Nadu, Kerala and the Union Territory Puducherry as the Members. In addition, Chairman, CWC is also one of the Member and Chief Engineer, CWC as the Member Secretary. The committee is a statutory Committee notified under Section 6A of Inter-State River Water Disputes Act, 1956.

The role of the committee is to give effect to the implementation of the CWDT order dated 5th Feb., 2007. The final order as published in the Gazette is at Annex IV. It has also been mentioned in the notification that the Committee shall follow its own procedure for conducting its business. At present ISM Dte, CWC is assisting Chief Engineer(IMO), CWC in discharging his functions as Member-Secretary of the Committee.

The Committee has held five meetings so far namely on 1/06/2013, 12/06/2013, 15/07/2013, 8/11/2013 and 28/09/2015. In its fifth meeting, the Committee decided to constitute a Sub-Committee under the chairmanship of Chairman, CWC with representatives from all party States, CWC, MoWR, RD & GR and IMD to analyze the prevailing situation of rainfall, inflows and storages as well as monthly distribution of 80 TMC in a water year in the basin and suggest procedure for determining distress in an ongoing year in accordance with provisions of CWDT order. The Sub Committee held three meetings and submitted a majority report to the Chairman of the Committee on 31/12/2015.
